BEHDINAN – HPG Command Council said, “To examine in depth the war practice of 2022, which is the most comprehensive and harsh war year in our history, to focus creatively on the tactics that brought success, to overcome the problems and inadequacies of the implementation of the Revolutionary People’s War and, on the basis of the emerging perspective, We have held our annual regular HPG Command Council and PKK Defense Committee meeting between 20-27 February 2023 with the participation of a sufficient number of Council members representing all our administration, field, state and institution commands in order to reveal the combat planning for the next year.
The Command Council statement stated:
“Our meeting took place in an atmosphere where the 6 February Pazarcık and Elbistan earthquakes were on the agenda and we felt and lived through the pain of our people. One of the agenda of our meeting was the evaluation of this earthquake. As it is known, our movement announced its decision of inaction as a moral, humanitarian and social stance on February 10, based on the severe consequences of the earthquake. As HPG, we participated in this decision as it was. However, the Turkish state, which is far from humane feelings, continued its attacks by ignoring our moral attitude and respect for our dead. However, this principled stance, which we have set out based on the public approach and moral principles of our Leader and Party, still continues. On behalf of the Command Council Meeting composition, to the families who lost their relatives in the earthquake, all Kurdish, We offer our condolences to the Turkish and Arab peoples and wish the injured a recovery. We call on all our people and democratic forces to grow and strengthen solidarity.
2022 HAS BEEN A YEAR THAT MADE A MARK IN THE HISTORY OF FREEDOM
Our meeting, which took place at such a time when our freedom struggle went through a historical and strategic process, discussed the year of struggle in 2022 in a very comprehensive way. Overcoming the inadequacies on the basis of the lessons to be learned in this important process, which was experienced as a great year of resistance and struggle, created the basis for a more creative and successful practice of our tactical perspective, which has been proven in practice. As a year in which our tactical direction, expressed in theory, has been proven in practice, it has clarified the perspective and practical application principles of winning 2023 with certainty, on the basis of the lessons of 2022. Feeling the breath of our martyrs of Zap, Avaşîn, Metina, Cudî, Gabar, Besta, Dersim, Serhat, Garzan and Amed, especially our freedom fighters Sara and Rûken,
Our HPG Command Council and PKK Defense Committee meeting has determined that the years we have passed through are critical years that can never be considered ordinary and can be called extraordinary. The war process that developed especially in the Medya Defense Zones has opened a new era not only for the Kurdistan Freedom Struggle, but also for the freedom struggles of the peoples and the guerrilla war doctrine. In line with the Revolutionary People’s War Strategy, democratic modernity guerrillaism has proven that it can defend free areas if tunnel wars and mobile team tactics are applied correctly and effectively. This situation reinforced the belief in victory, self-confidence and assertion of success in our command and warrior power. In this context, emerging in Medya Defense Areas, It has revealed very valuable results both for the future and gains of our people and for the peoples of the region who want to resist the hegemonic powers and the forces against the system. In the 21st century, it has been strikingly revealed how the guerrilla can resist the modern technology of the age and even defend their free lands against banned weapons.
SELF DEFENSE MUST BE STRENGTHENED EVERYWHERE
In our meeting, the issue that the Revolutionary People’s War Strategy should be carried out completely and with integrity was the most evaluated situation. The Revolutionary People’s War also means the continuous expansion of the moral-political society principles and measures, and its dissemination among the people as a wave coming from the bottom. In this context, the creation of the warring people reality will defeat the enemy’s concept of genocide. Our people have to see defending their lands as a matter of honor and existence. The war being waged today is not just any war, but the war of our people’s existence and freedom. Therefore, our meeting concluded that our people should organize their lives with the awareness and responsibility of this, and strengthen their self-defense against the psychological warfare methods of the enemy wherever they live.
THE ONLY MEASUREMENT OF SUCCESS IS THE PHYSICAL FREEDOM OF THE LEADERSHIP
While passing through a fate-defining process for the freedom of our people, our meeting, which took place for eight days with intense and in-depth discussions, has a very important place for the success of 2023. Our meeting was held in the days when we entered the 25th year of the International Conspiracy, the only measure of success was determined as the physical freedom of the Leader, and it was decided to approach the responsibilities on these principles by giving the self-criticism of insufficient comradeship once again.
As HPG and YJA Star commanders and fighters; our immortalized heroic martyrs Sara Goyî, Rûken Zelal, Bager Gever, Avzem Çiya, Delil Zagros, Mizgîn Ronahî, Cîger Malazgirt, Rûbar Rojhilat, Mawa Roj, Nuri Yekta, Helbest Koçerîn, Baz Mordem, Doğan Jîrkî, Fedaî Kobanê, Karkerî, Têkoşer He states that in 2023, we will walk with great passion, an unshakable will, an unbreakable belief, a claim to victory and high determination, on the way to realizing the freedom of our Leader and our people, with the Apoist self-sacrificing spirit of Rojda, Nalîn, Rahime, Xebat, Zana, Evîndar, Aso, Harun and Rojbin. We wish our people and revolutionary democratic forces great success in their struggle for freedom.”
