NEWS CENTER- KCK Executive Council Co-Chair Cemil Bayık answered ANF’s questions on the occasion of the international conspiracy that entered its 25th year. Here is the first part of the conversation:
The 25th year of the international conspiracy against the Kurdish people in the person of the Kurdish People’s Leader, which took place on February 15, 1999, is entering. What were the political conditions in the international arena, in the region and in Kurdistan, where the conspiracy took place?
Yes, we are entering the 25th year of the international conspiracy. For Leader Apo and in the person of Leader Apo, 25 years that have been breathtaking for our Movement and all our people. Great pains, great costs, great resistances all happened together in these 25 years.
In the 25th anniversary of the international conspiracy, I greet Leader Apo with love and respect, with the deepest spirit of comradeship. I strongly condemn the international conspiracy and all the forces involved in this conspiracy, and I would like to state that they will definitely be held accountable. I commemorate all our martyrs, who became immortal by making their bodies a fireball against the international conspiracy, in the person of Comrade Halit Oral, who was our first martyr in the process of claiming the Leadership and protesting the conspiracy, with respect and gratitude, and I repeat the promise that we will live and be worthy of their memories.
USA, EU, ISRAEL AND RUSSIA
The international conspiracy process was carried out from beginning to end by Israel-USA-EU and dissolved Soviet Russia. The role of the governments of Syria, Greece and Turkey could not go beyond second-hand bureaucratic services. In particular, there were intense relations based in Ankara, London and Washington. Leader Apo was wanted to be completely isolated and surrounded with the cooperation of the KDP through Southern Kurdistan. Thus, Syria remained as the last link of Leader Apo’s liquidation plan. The psychological war developed over Syria, taking Egypt with them, was effective. As a result, Syria found it more convenient to submit to these pressures and to agree on the PKK. Leader Apo summarizes the development of the 9 October-15 February conspiracy process in this way.
TRAILERS OF REAL SOCIALISM
At that time, the dissolution and disintegration of the USSR was still new at this time. Yeltsin and Primakov, the important traitors of real socialism, were in a position to do all kinds of unprincipled and immoral for their interests due to their economic and secret dirty intelligence connections. For this reason, they could play with the Kurdish issue as much as they could and make Leader Apo’s situation a bargaining chip. As a matter of fact, the IMF used a loan of 8 billion dollars to prevent Leader Apo from staying in Moscow, and Russia wholeheartedly consented to this. Again, the transfer of the Blue Stream project from Turkey to Russia for this purpose made Russia a full partner of the conspiracy.
Britain, Germany and Israel were already eager for the conspiracy of the century. In return, whatever their collaborators could get from Turkey would remain as a profit.
THE US THAT HAS BEEN HELD AND WORKING
Undoubtedly, the USA was the leader of the system and the conspiracy. For them, a strategically unresolved Kurdish question was an issue whose time had not yet come. Therefore, they could evaluate the Kurdish question and the Freedom Movement for their own interests as much as they wanted, and they could make as many concessions as they wanted from Turkey. Therefore, it would not be too much trouble to manipulate or appease humanity and sensitive sections. After all, democrats and social democrats were in power in many countries in Europe, from the USA to Germany. They would consider it very cruel and immoral. Massimo D’Alema, who was both indecisive and unable to be somewhat consistent, would be neutralized early on. Although Russia’s Duma accepted Leader Apo’s session by 298 votes to one, Yeltsin and Primakov would reject it.
DEVELOPMENTS IN THE MIDDLE EAST ACCELERATED
Undoubtedly, there were developments especially in the Middle East that triggered and prioritized the international conspiracy. Otherwise, the ground for the conspiracy and the first preparatory steps were the intense political pressure and arrests against the PKK, especially in Germany, France and England, in 1996. Even before that, there was the Palme murder, which was registered as being committed by the NATO Gladio and insistently wanted to be thrown at the PKK. The PKK would be declared a terrorist because of the Palme murder, and great efforts would be made to include it on the terrorism list. In addition to all these developments, the situation that accelerated and started the conspiracy process was the developments in Kurdistan and the Middle East, as I mentioned. The results of the 1st Gulf War had not yet been fully organized, and the stones had not been set. It was a relative situation. With the right strategy and policy, steps to be taken on the spot could guide many developments. The PKK was undoubtedly a candidate for this and was in an open position. For this reason, it is obvious that an international conspiracy has been organized.
USA FEARED, TR GOING CRAZY
Leader Apo had struggled for 20 years on the ground of the Middle East. He had numerous meetings with many peoples, cultures, organizations and individuals, as well as with some state representatives. Leader Apo’s 20-year life and struggle in the Middle East revealed historical developments in Kurdistan and the Middle East. The rising level of consciousness among the Kurds, their determination to fight in an organized way, was developing on the basis of success and victory against all kinds of difficulties. The peoples of the Middle East were entering a period of renaissance, a process of enlightenment. Political balances were affected by these developments, and new searches were emerging. All these developments frightened and challenged the capitalist modernity system led by the USA. The colonialist, genocidal Turkish state, on the other hand, was going crazy. On the one hand, anti-imperialist consciousness and alliances that are gradually developing and forming in the Middle East, On the other hand, the fact that the freedom struggle had reached a new strategic stage was deeply affecting and challenging both the colonial Turkish state, the USA and Europe. In that case, the anti-US and EU alliance ground and pursuits had to be eliminated.
ÖNDER APO WAS A PERSON THAT CANNOT BE EROSED
There was also Leader Apo’s personality traits. In his own words, Western culture was a personality that could not dissolve or erode Leader Apo. Therefore, this personality, Leader Apo, who could not be drawn into the system, should have been excluded and sacrificed to an international conspiracy for this very reason. Leader Apo is a Leadership that plays a role beyond being a victim of fate in the tragic history of the Kurdish people. Such a Leadership would certainly not be easily digested, and its elimination would be taken as a basis. The common interests and views of the sentence demons required it. Leader Apo and the PKK should have been put at the top of the agenda as it has become an intolerable and serious problem for them. This would be in line with the interests of capitalist modernity.
PKK THREATENED THE BALANCES
The colonialist, genocidal Turkish state would do everything in its power for this, because it was very difficult. A Kurdish-Kurdistan status, which they did not want, was emerging in Bashur even if they were taken under their command later. Known Kurdish organizations were already in the hegemonic system. The PKK’s struggle was disrupting this situation created by the system and threatening the balance. The development dialectic of the serhildans and guerrilla in Kurdistan could not be prevented. For this reason, they were living in a state of extreme anxiety and uneasiness. The Turkish state was ready to risk everything, including a regional war, to prevent all alternative developments. The Commander of the Land Forces of the period, Atilla Ateş, would appear on the stage to play the role that determined the whole process and the attitude of the colonial Turkish state. Atilla Ateş’s speech on the Syrian border, openly threatening Syria, It was not an abstract talk of US and EU support. It was a declaration of war, and that’s when the October 9-February 15 conspiracy actually started.
What was the attitude of the movement and the people towards the conspiracy, what was the mood and social atmosphere at that time?
I have to point out that; Neither we, as the Party and the Movement, nor our people and our friends were in any way prepared for an international conspiracy. More precisely, we did not even think that we would face such a conspiracy one day, or we did not even want to imagine it, but it did. It is certain that insufficient comradeship and false friends played a role in this, as Leader Apo rightly stated. The people of Kurdistan have experienced many massacres, exiles and tragedies in history. It is possible to see them in all rebellions. When the leaders of the rebellion were liquidated in a manner such as execution, exile, and prison, what was left behind was despair, great pain and even disbelief. It has often been seen that even existing values and partnerships have been lost and disintegrated.
THE FIRST IN THE HISTORY OF KURDISTAN
Leader Apo is undoubtedly a first in the history of Kurdistan with his leadership style. Although the leaders of the first expedition in the history of Kurdistan were arrested as a result of an international conspiracy and put in a one-man prison in Imrali, the Kurds did not experience disintegration, disintegration and extinction, but to gain continuity to the resistance and struggle despite 25 years after the conspiracy. As I mentioned, this is a first in the history of Kurdistan. Leader Apo created such a party and such a people; Even if it was exposed to such a brutal international conspiracy, this party and this people would continue their struggle in an organized and determined way in the line of Leader Apo. These are the firsts in our history and are very important.
IT WAS APPROACH DAY FOR THE Kurds
Human and social psychology are similar and complementary to each other. It is impossible not to be shaken and not to experience an extraordinary situation when a situation that one cannot imagine happens. It is certain that this will have an almost shocking effect. The handover of Leader Apo to Turkey through an international conspiracy had such an impact on our party, on all our comrades and on the people of Kurdistan. The Kurds could not think or believe that a leader like Leader Apo could be taken prisoner by the enemy. They could not have known that in front of us, an internationally dominant system spread its arms like an octopus, and that it was very cruel and cruel to our party, especially in the person of Leader Apo. Therefore, when the conspiracy took place, it was almost doomsday for the Kurds. Those who cry, pray, burn themselves, want to burn the enemy, those who cursed everything, who knew more of the will to fight despite everything, everything had happened. Our people developed such a reaction against the conspiracy in the four parts of Kurdistan, in the dungeons, in Europe and wherever they were in the world that they showed their will like one heart and one fist. The then US Secretary of State, Madeleine Albgrith, admitted that “We knew that the Kurds would react to Öcalan’s capture and surrender to Turkey, but no one could have predicted this much”. The stance and resistance of our people was truly magnificent. The first cry, the first honorable and historical resistance, was made with the superhuman will and resistance of tens of comrades who were immortalized in the dungeons with the motto “You Can’t Darken Our Sun” in the person of Comrade Halit Oral. Not only in the dungeons, but also in many cities of Kurdistan and Turkey metropolises, Similar martyrdoms and resistances were experienced with the calls that invited our people to an honorable resistance. Young Kurdish men and women took an active part in this process, leading the action everywhere and the resistance everywhere. In Bakur, Başûr, Rojhilat and Rojavayê Kurdistan, again in Europe and wherever they are, our people have stood up altogether and have taken the resistance as a basis. I would like to commemorate once again with respect and gratitude all comrades who were martyred in all these areas by turning their bodies into fireballs against the conspiracy.
THE SPIRIT OF NATIONAL UNITY IS MAINTAINED
The international conspiracy created the spirit of national unity among the Kurds. All sections of Kurdistan, classes, tribes, and even a large part of the village guards showed the stance of protecting their national unity and honor by banding together around Leader Apo. The spirit of national unity was ensured not only in Bakurê Kurdistan and Turkey, but also in all four parts of Kurdistan and wherever there are Kurds. Until the time of the conspiracy, the social reaction of our people against the colonial powers at different times and in different forms in the four parts of Kurdistan, and popular movements that developed at the level of rebellion have always been there. However, no will, no leadership has been able to provide a life, consciousness and spiritual unity of our people in the four parts of Kurdistan, sharing the same hopes, the same suffering, the same future. What was the purpose of the international conspiracy and what consequences did it produce?
The international conspiracy of 9 October-15 February was undoubtedly carried out by considering its purpose and possible consequences. In this sense, it was calculated that the consequences of an international conspiracy, which is rarely seen in the history of humanity, would be great.
CAPITALIST MODERNITY CANNOT DIE
After the disintegration of real socialism, organizations, groups and individuals struggling with socialist moral values in the unipolar world fell into a great void and were in search. The PKK was a major movement that resolutely and persistently continued its struggle with its socialist identity and personality from the 20th century to the 2000s. It was a great moral support to the world socialist revolutionary forces. Capitalist modernity was not in a position to accept and suppress the leader of the century, Rêber Apo, and the PKK under his leadership. Let there be no erosion in terms of ideological and moral values, the PKK was a movement that constantly renews itself, develops and becomes stronger in the personality of Leader Apo. In that case, it was calculated that it would be hit absolutely, and the alternative leadership and collaborative line would be brought forward. In other words, another aim of the international conspiracy was to bring the KDP line forward as an accepted and interlocutor leadership and line on behalf of Kurds and Kurdistan. However, as a result of the international conspiracy, the PKK would experience serious problems within itself, experience a deep liberalism, let alone surrender, and would be completely neutralized if not completely disbanded. As can be seen in the following process, the international conspiracy was indeed very immoral, but very well organized. Many false personalities, groups and personalities emerged, who said that the process of struggles and revolutions influenced by false Kurdish leaderships is over, and who said goodbye to reformism, saying goodbye to arms at any cost. The values created by the PKK for decades at the expense of sacred values were already wanted to be shared. So the conspiracy was really dangerous.
THE UNRESOLVED KURDISH PROBLEM AND THE RE-DESIGN OF THE MIDDLE EAST
Leader Apo and the PKK were seen as a major obstacle and danger to capitalist modernity in shaping the Middle East. It is known that capitalism makes itself live on crises and depressions, and in this sense, it never wants stability outside of its interests and initiative. At this point, Leader Apo and the PKK were in the position of an obstacle that spoiled the calculations of capitalist modernity. The Cairo meeting held in 1921-1922 is known. The aim of the Cairo meeting was to leave the Kurdish problem unsolved and to shape the Middle East according to its interests on this basis. The international conspiracy took place in a process that forced the colonial fascist regime into the solution process. With the intervention of the international conspiracy, the solution of the problem was prevented. Again, as in the Cairo meeting period, the Middle East was wanted to be shaped according to them. It would be correct to evaluate the Greater Middle East Project (BOP) from this perspective. So one purpose of the international conspiracy was a Middle East to be redesigned or a Middle East process to be managed. BOP was born out of this need. For this, political Islam would be brought forward and organized, and even a fascist personality like Tayyip Erdoğan would be brought to the fore because of his so-called Islamist identity, and it would be prepared according to the envisaged project. RUGGING THE PEOPLE OF THE REGION TO EACH OTHER
Another aim of the international conspiracy was to have the Kurdish and Turkish peoples slaughtered each other, to sow the seeds of a war that would last for centuries and to draw them into a difficult position where neither Leader Apo nor the PKK would play their role again. The PKK was an alternative ideology, democracy and socialism paradigm against capitalist modernity. If Leader Apo and the PKK were removed from being an obstacle, it would have been possible to make the peoples of the region hurt each other once again, as it was at the beginning of the century, and to establish their interests on this basis once again.
It is certain that the international conspiracy in the person of Leader Apo has put an incredible strain on our party, our people and our friends. It is also a fact that the international conspiracy has been largely nullified with the historical move that Leader Apo developed in a much more serious, deep and comprehensive manner of the same magnitude and which he calls his ‘third birth’. Therefore, we can say that;
* The international conspiracy did not succeed in the person of Leader Apo and was rendered futile.
* The PKK was not liquidated, on the contrary, it continued its struggle by renewing itself and getting stronger. The paradigmatic innovation developed by Leader Apo has created revolutionary developments in the PKK and the Kurdistan Freedom Struggle.
* The PKK has never weakened neither in terms of ideological and moral values, nor in terms of material and positions, on the contrary, it has gained a more accepted position in the international arena, representing democratic modernity against capitalist modernity.
* The colonialist, genocidal Turkish state did not fail in the face of all Kurdish rebellions in history, but for the first time failed against Leader Apo and the PKK, and the Kurdish people gained more morale, support and strength by experiencing the PKK’s invincibility.
* The personality of Barzani and the reality of the KDP, which capitalist modernity, that is, the conspiratorial forces, wanted to put forward instead of Leader Apo and the PKK, were exposed to the Kurdish people as a component of the conspiracy, and they could not play a role as a leader of the Kurdish people as they expected. The paradox is that; In return for the international conspiracy and as a result of the PKK’s continuation of its struggle, the status in Bashurê Kurdistan was accepted internationally and by the Turkish Republic. The even bigger paradox is that Barzani’s personality and line are not only part of the conspiracy on the first day, but also cooperate with the colonialist and invading Turkish state against the PKK today.

The Democratic Nation paradigm, developed by Leader Apo, emphasized the values of democracy and freedom against all kinds of nationalism, and found the unity of the peoples, their democratic and free future in joint struggle and creating a common will. This is exactly what is happening now in Bakure Kurdistan and Turkey, Rojavayê Kurdistan and Syria. This struggle continues in Rojhilatê Kurdistan and Basûrê Kurdistan.
* As a result of the Greater Middle East Project, fake organizations under the cover of Islam have come to the point of hitting their owners as much as they are against the peoples’ struggle for democracy and freedom. I mean, just like how ISIS, Nusra etc. If the gangs have become a scourge on humanity, AKP and Erdogan in the name of Islam have become a danger to the peoples of the Middle East. In this respect, the international conspiracy has faced an opposite situation beyond reaching its goal.
Undoubtedly, it is possible to evaluate the international conspiracy much more comprehensively in terms of its aims and consequences. Leader Apo said that my only unfinished project is the ‘women’s liberation project’. It is known how the free woman personality and organization created by Leader Apo excited and aroused humanity in its struggle against the genocidal and colonialist Turkish state, especially fascist gangs such as ISIS and Nusra. Therefore, the line and personality of a free woman became stronger after the international conspiracy and played such a role as to leave its mark on the historical process we live in.
In his evaluations of the movement, he stated that the conspiracy continued in different forms even though it was unsuccessful. If the international conspiracy continues, what stages has it gone through and how is it carried out today?
Undoubtedly, the international conspiracy has been largely foiled. However, as a result of the October 9 and February 15 international conspiracy, Leader Apo is still being held on Imrali Island in the 25th year of the conspiracy. This is clear evidence that the conspiracy is ongoing. However, with the unresolved Kurdish issue and the freedom of the Kurdish people gaining status, the international conspiracy is still in effect unless Turkey democratizes, in this sense it still continues. When Leader Apo regains his physical freedom, together with his physical freedom, the Kurds will be free, and as Turkey democratizes, the international conspiracy will be completely nullified and defeated. In this sense, although it is true that the conspiracy did not reach its goal as originally planned, it is equally true that it still continues.
THE CONSTRUCTION IS NOW CONTINUED WITH HEAVY INSULATION
The February 15 conspiracy was carried out using all kinds of political, psychological and even physical force and pressure. The conspiracy is now being carried on in Imrali with a heavy isolation on Leader Apo. For years, we have been unable to receive any information about Önder Apo’s life and health. It is both a moral imperative and a historical imperative for us to worry, be angry, and continue the struggle in a refined manner in all areas and at all levels. The fact that the colonialist, genocidal fascist Turkish state did not allow us to access any information about the situation of Leader Apo, despite all the forms of reaction and struggle developed, is a clear proof that the conspiracy is still being carried on in the most immoral way. 25 years later, there is still a conspiracy and there is an ongoing debate and besides the struggle to eliminate it, Leader Apo now has to regain his physical freedom definitively and absolutely. Apart from this, no gain or development should ever satisfy us or cause us to fall into complacency. Because, as I mentioned, Leader Apo is physically imprisoned. It is not difficult to guess what a morale impact and guidance role Leader Apo will make, even in his breathing, the slightest evaluation he will make on any subject, and even the smallest message he will give regarding developments. For this reason, the colonialist Turkish state and the AKP-MHP fascist regime keep Leader Apo in a status where we can isolate him from our people and our party, where we cannot hear his voice or listen to what he has to say.
ALL KIND OF SUPPORT OF INTERNATIONAL POWERS CONTINUES
As a movement, we are fighting the hardest and most glorious struggle of all our times. Likewise, the colonialist fascist Turkish state continues its attacks without recognizing any rules and moral standards, using its 40 years of war experience, all kinds of possibilities and possibilities, techniques and technology, backed by international support, especially the USA and NATO. In these attacks, he uses poison gas and chemical weapons dozens of times a day against the Kurdistan Freedom Guerrilla. This shows that the international conspiracy is still in force. Because in this war developed against the guerrilla as a special method of warfare, all kinds of support from international powers are in question. Therefore, attacks have an international character. Although it is forbidden to use them and all kinds of sanctions are imposed against the forces using them, the Turkish state’s use of chemical weapons is tolerated and complicity is made with the Turkish state. This is another continuation of the international conspiracy.
ABDULLAH ÖCALAN, PKK AND THE KURDISH PEOPLE DIALECTIC
In summary, I would like to point out that; Leader Apo, the dialectic of the PKK, the dialectic of the PKK and the Kurdish people is important. In other words, no development in these matters is independent of the other. If the biggest political genocide attacks and operations in history are being developed even on democratic legal politics in Kurdistan today, it definitely has a connection with the reality of Leader Apo. Leader Apo’s physical freedom means that political genocides will not take place. However, the appointment of trustees to all municipalities won by the HDP, which received nearly 7 million votes and has over 80 municipalities, the arrest of all elected officials, and the attempt to shut down hundreds of executives and members of their parties by being punished and excluded from politics is a clear example of the ongoing international conspiracy. If tens of thousands of revolutionaries and patriots are being held in Turkish prisons today, If hundreds of Apoist PKK militants were still in prison for 30 years, this also has a dialectic with the reality of Leader Apo. If we collect them all, as the other side of this conspiracy, there is a special form of war that is waged in an immoral and unruly manner. This means that the international conspiracy continues on the PKK and the Kurdish people at the ideological, political, military and psychological levels. Therefore, it is a struggle, it will continue until Leader Apo regains his physical freedom, until our people gain their democratic free status. Only then will the conspiracy be defeated or finished. Otherwise, there will always be processes in which we sometimes have difficulty or force the enemy.
